The greatest threat to election security is not coming from Russia, China or Iran, it is coming from within the Whitehouse. U.S. President Donald Trump has leveraged the powers of his office to construct a multipronged voter suppression machine.
In an aggressive push to preserve Republican control of Congress, Trump is using election security as a pretext to rig the 2026 midterm elections. He has deployed unprecedented executive power and political pressure to influence the electoral landscape. His hand-picked Supreme Court is dismantling the Voting Rights Act, giving Republicans the green light to engage in unprecedented partisan gerrymandering.
Trump is undermining federal elections and consolidating executive power through institutional capture of both the Department of Justice (DOJ) and the United States Postal Services (USPS). Trump directed the USPS to only deliver mail-in ballots to people whom he deems to be verified citizens. He directed the DOJ to seize voter rolls and investigate key Democratic fundraising organizations.
Under Trump’s leadership the Department of Government Efficiency (DOGE) transferred data to external groups seeking to overturn election results. The administration has also deployed federalized law enforcement to intimidate voters, and fired federal officials charged with election oversight.
Trump is also pushing the SAVE Act that seeks to impose strict document requirements that force millions to re-register with passports or birth certificates. Trump has even threatened to nationalize state-administered elections, something that is expressly unlawful under Article l and ll of the Constitution.* Together these actions fundamentally tilt the playing field.
Past is Prologue
Trump has consistently challenged election results when he loses. This point was made by Rep. Jake Auchincloss who echoed growing concerns among Democrats that Trump is laying the groundwork to steal the 2026 midterm elections.
Trump’s rap sheet gives us every reason to be concerned. He has already demonstrated his desire to undermine democracy in 2018, 2020 and 2021. After being voted out of office the President led an insurrection and to this day he continues to lie about the outcome of the 2020 election. Based on his history of interfering with the electoral process and what he has done in the first two years of his second term, it would be irrational to assume that he should be trusted in the 2026 midterms. There is also no reason to expect Republicans will stand up for democracy. They also have a track record of suppressing the vote, and under Trump the GOP’s efforts to subvert democracy went into high gear.
Weaponized DOJ: Seizing State Voter Records and Targeting Democratic Organizations
Following an April 2025 executive memorandum, the U.S. Department of Justice launched targeted campaign finance investigations into prominent Democratic funding networks, civil rights groups, and political action committees, focusing on alleged straw-donor schemes, “smurfing,” and prohibited foreign contributions via platforms like ActBlue, as well as separate inquiries into entities like the Southern Poverty Law Center and American Future Republic. While grand juries rejected attempted indictments against Democratic lawmakers, and platforms like ActBlue defended their proactive fraud-detection systems. Civil rights organizations and legal scholars have condemned the probe as selective, partisan enforcement designed to chill progressive fundraising while leaving similar conservative platforms unexamined.
Starting in May 2025, the DOJ began a pressure campaign and litigation to seize unredacted state voter records including driver’s license details and partial Social Security numbers. This represents an unprecedented, unlawful overreach into state-administered elections. Protect Democracy warns that the DOJ intends to cross-reference state rolls with the Department of Homeland Security’s notoriously error-prone SAVE database to force states to purge voters. This initiative, combined with proposals to share sensitive personal data with unvetted private contractors, lays the groundwork for three major threats: the improper disenfranchisement of eligible citizens (particularly naturalized Americans), severe voter privacy and cybersecurity risks, and federalized election subversion designed to challenge and disrupt the 2026 midterms.
When Zeteo host Mehdi Hasan asked former Trump White House lawyer Ty Cobb whether he believes Trump’s Attorney General Todd Blanche would attempt use the DOJ to challenge or undermine election results, Cobb responded bluntly with, “Yep, we’re screwed.”
Firing the Election Assistance Commission
In July 2026, the president removed the leadership of the bipartisan U.S. Election Assistance Commission (EAC) by terminating Democratic commissioners Thomas Hicks and Benjamin Hovland, while Republican commissioner Christy McCormick was pressured to resign. The lack of a quorum prevents the agency from enacting policy decisions, updating voting system testing standards, or approving major administrative actions until new nominees are confirmed by the Senate.
The White House defended the purge as necessary to align election security efforts with the administration’s agenda. Congressional Democrats and voting rights advocacy groups condemned the move as an attempt to politicize election oversight ahead of the midterms.
In firing the EAC Trump is dismantling nonpartisan guardrails and weakening the federal government’s ability to police campaign violations. The move opens the door to politically motivated regulatory enforcement ahead of upcoming elections. The administration’s efforts to reshape oversight over campaign finance rules, and election administration enforcement, is part of a sweeping push to assert direct executive authority over independent federal agencies including those that safeguard voting.
Election Security Pretext
Analyst Richard Matthews (Matthews, 2026a) argues that the Trump administration and congressional Republicans are utilizing the pretext of election security to systematically centralize voting authority, suppress opposition turnout, and undermine the integrity of the upcoming 2026 midterm elections. Matthews asserts that fabricated concerns over widespread noncitizen voter fraud are being leveraged to justify disenfranchising legislative measures—such as the SAVE Act’s strict proof-of-citizenship mandates—and executive actions aimed at seizing state voter rolls for aggressive purges.
Matthews explained that stripping the independent, bipartisan Election Assistance Commission (EAC) of its leadership quorum and imposing heavy criminal penalties on local election administrators, is part of a systematic effort to dismantle federal oversight and civic infrastructure to exert top-down executive control over the electoral process.
Voting Rights
In another analysis, (Matthews, 2026b) contends that the Voting Rights Act (VRA) is being systematically dismantled through a combination of landmark judicial decisions and federal executive overreach. He argues these moves undermine six decades of civil rights protections.
Matthews highlights recent federal court decisions, including Eighth Circuit rulings that eliminate a private right of action. He also points to the Supreme Court’s refusal to review Arkansas United v. Thurston, which leaves statutory enforcement across seven Midwestern states exclusively in the hands of the U.S. Attorney General. This effectively annuls enforcement as private lawsuits historically account for over 90 percent of VRA claims.
Redistricting
The Supreme Court’s 6–3 decision in Louisiana v. Callais, gutted Section 2 of the Voting Rights Act., leading to an unprecedented wave of Republican mid-cycle gerrymandering (Matthews, 2026c). Under the ruling plaintiffs challenging redistricting efforts are required to prove intentional racial discrimination. This decision provides state legislatures legal cover to dismantle majority-minority districts. Matthews concludes that these judicial rollbacks, coupled with synchronized executive efforts to tighten voting procedures, effectively sanction a return to structural disenfranchisement and unchecked political gerrymandering across the American South.
Requiring plaintiffs to meet a near-impossible evidentiary standard of intentional racial discrimination, effectively grants GOP-led southern state legislatures carte blanche to dismantle majority-minority districts. Republicans can expect a net gain of roughly ten seats. This structural gerrymandering fundamentally dilutes minority representation, immunizes incumbents from shifting demographic realities, and replaces competitive democracy with a self-serving, minoritarian kleptocracy.
Restricting Mail-in Voting
In his first term Trump targeted mail in ballots and he is doubling down ahead of the 2026 midterms. Trump’s March 31, 2026, Executive Order (EO) directs the U.S. Postal Service (USPS) to restrict mail in voting.
Trump, who himself votes by mail, signed a controversial executive order directing U.S. Citizenship and Immigration Services and the Social Security Administration to compile a centralized federal “state citizenship list.” The order also directs the U.S. Postal Service (USPS) to deliver mail-in ballots only to voters verified on the registry while restricting ballot deliveries in states that fail to comply.
While the White House and supporting Republican-led states argue the measure is necessary to prevent non-citizen voting, opponents point to all the data that shows there is no non-citizen voting problem. A coalition of 23 states, the District of Columbia, and voting rights groups secured a preliminary injunction from a federal court in Massachusetts. The ruling states the President lacks constitutional authority over election procedures and that the sudden federal overhaul threatens to weaken election infrastructure and disenfranchise millions of eligible American voters.
However, in August 2026, the U.S. Supreme Court granted emergency relief to the Trump administration by lifting the lower court’s injunction. The unsigned majority opinion held that a challenge brought by 23 Democratic-led states was premature, ruling that the order itself had not yet caused tangible harm to the states to confer jurisdiction, while explicitly leaving open the question of whether any specific policies finalized by agencies would ultimately be lawful. In dissent, Justice Sonia Sotomayor, joined by Justice Elena Kagan, cautioned that the decision merely postpones adjudication without affirming the executive branch’s constitutional authority to alter state-administered election procedures.
Voter Intimidation
The Trump administrations’ public statements, agency directives, and other maneuvers, have raised concern about federal voter intimidation. Legal scholars, voting rights groups, and Democratic lawmakers warn that federal authority could be leveraged to intimidate voters during the 2026 midterm elections. Alarm stems primarily from executive-level rhetoric, including Trump’s refusal to rule out deploying Immigration and Customs Enforcement (ICE) or National Guard personnel near polling sites. This runs afoul of long-standing federal statutes that strictly prohibit military or armed federal presence at voting locations.
These concerns are further compounded by structural shifts within the defense and justice apparatus, specifically the establishment of a specialized 23,500-troop National Guard rapid-response unit operating across states without explicit statutory guardrails, and plans by the Department of Justice under Attorney General Todd Blanche to deploy an unprecedented force of federal election monitors.
Under the guise of ensuring election integrity, senior officials have hinted they may stage emergency interventions. Critics and state officials warn that minor security incidents or pretexts could be weaponized to justify deploying armed federal agents, creating a chilling effect at the polls.
Conclusion
Trump poses a clear and present danger to free and fair elections. This is evident in his firing of officials charged with election oversight, calls for partisan gerrymandering, bans on mail-in voting, weaponization of the DOJ, voter intimidation, and threats to claim emergency powers.
Trump’s tactics represent a systematic effort to undermine election integrity. He is working to rig elections because he knows Americans no longer support him and his party. He is building a federalized apparatus designed to manipulate midterm outcomes, suppress opposition voters, and establish permanent control beyond single election cycles. This is not a future warning— much of the framework for widespread voter suppression is already in place.
